I imported a bunch of static playlists and am now trying to get the playlists to play in the order I originally designated. I read in an old post here (from 2012) that I needed to look under the "Play order" dropdown menu and select "List Order", however, I don't see that as an option. Am I missing a crucial step or did this feature get removed since 2012?

The "List Order" only appear when you are playing a static list, you can do so for example by choosing it in the Filter->"Saved lists" menu, or by opening a tab with one of your saved list and double-clicking on a song.
